Mayor Ravi Bhalla Announces Formation of Public Safety Task Force



Mayor Ravinder S. Bhalla is announcing the formation of the Mayor's Task Force on Public Safety to address violence and quality of life issues resulting from intoxicated bar patrons. The task force includes Police Chief Ferrante, Provisional Fire Chief Crimmins, Police Capt. Pasculli, Police Sgt. Kucz, Police Sgt. Montanez, Health Officer Frank Sasso, Battalion Fire Chief Buoncuore, Fire Captain DiVincent, Business Administrator Marks, Corporation Counsel Aloia, and Environmental Services Director Pellegrini.

"We can no longer ignore the fact that a small number of establishments are creating a big problem for everyone else in the form of violence, property damage, and financial cost,” said Mayor Ravinder S. Bhalla. “When a person comes from out of town and spits in the face of our officers, as has happened numerous times, that is unacceptable. When an officer is assaulted by an inebriated patron and receives a concussion, as happened to Officer Lombardi on Christmas Eve, I will not allow the status quo to continue.”

  • In 2017, there were 277 ABC violations by liquor license holders.
  • Of 133 liquor license holders, more than half received zero Tavern sheets in 2017 and more than ¾ received two or fewer Tavern sheets.
  • Half of all violations in 2017 were issued to just 11 establishments (8% of license holders).
  • Since August 2017, 15 police officers have been attacked, the majority occurring late at night by intoxicated patrons.
  • On SantaCon, 17 bars received Tavern sheets, while the remaining 87% of establishments were not issued violations.

"The Mayor’s creation of this task force is not about hurting the bar and restaurant industry in town," said Police Chief Ken Ferrante. "This task force is going to take a deep look into incidents, events, and problem bars that are contributing to a decay of our city's quality of life, causing injuries to our residents, visitors, and police officers, and hurting most of the businesses in town, including a majority of our bars and restaurants. The disruption that SantaCon brought to this great city, its residents, and business owners the week before Christmas and during Hanukkah, just so 10 to 15 percent of our bars can profit, is unacceptable!"

"I fully support this task force as a means to develop policies that protect public safety," said Provisional Fire Chief Brian Crimmins. "I look forward to working with Mayor Bhalla, Chief Ferrante, and community leaders to achieve this goal."

Police Officer and past president of the Hoboken PBA Vincent Lombardi, who suffered a concussion from an assault by an inebriated patron on Christmas Eve, supported the Task Force’s efforts, stating, "The escalation of disorderly and violent behavior by inebriated bar patrons against police officers, of which I am a recent victim, has spawned into a quality of life crisis. I welcome and fully support Mayor Bhalla’s decision in addressing this ugly trend for the sake of officer safety and serenity within our city."

The first step in the Task Force's efforts, based on the recommendation of the Hoboken Fire Department, is to increase the fines levied for overcrowding and other imminent hazards during all high-volume events to the maximum amount permitted by the Uniform Fire Code Statutes and Regulations. Fines for non-compliance will increase to $2,500 for a first offense and $5,000 for subsequent offenses. Additional steps will be taken by the Task Force in the coming weeks.

“At Little City Books we are grateful to Mayor Bhalla for addressing this issue,” said co-owner Kate Jacobs. “On the corner of 1st and Bloomfield, we are surrounded by bars that are generally very good neighbors, keeping our surrounding blocks lively. The ‘Cons,’ however, are severely damaging to the success of our business --  especially SantaCon which occurs on a Saturday before Christmas, a critical day for a low-profit margin business like a bookstore, which should be our most profitable day of the year. On the ‘Con’ days, our staff is harassed and intimidated by drunk people and we have always had to close early, with business down by about 40 percent. Our store is a destination for families with children, and no one brings children into that neighborhood when it is so out of control and vile from morning until night. Curbing the excesses of the ‘Cons’ would be a great thing for our business, for the residents of Hoboken, and for the reputation of the town.”

My comment: This task force should reach out to all restaurants and bars to ensure solutions make sense especially for the bras and restaurants that do not participate in Santa-con or Lepre-con events.

NJ Transit Suspends Vote on Union Dry Dock - Hoboken Wins Another Round

Mayor Bhalla issued a follow up statement via the City of Hoboken website...

“This is a huge step forward and a continuation of Hoboken’s decades-long efforts to transform our industrial waterfront into public open space,” said Mayor Ravinder S. Bhalla. “Our waterfront is an asset not just to our community, but the entire state, and I will fight tooth and nail to preserve the former Union Dry Dock property as open space. We value NY Waterway and their role in our regional transportation system, and I want to work with them and all stakeholders to find a comprehensive solution that will benefit our entire region. I thank Governor-elect Murphy, Senators Booker and Menendez, Senator Stack, Assemblywoman Chaparro, Assemblyman Mukherji, the Hoboken City Council, and all of the activists and residents who raised their voices and made a difference.”

About 80-100 residents from Hoboken went to NJ Transit HQ in Newark this morning to speak out against the NJ Transit attempt to purchase the Union Dry Dock site. A unified coalition led by Mayor Bhalla, Tiffanie Fisher, Ruben Ramos, Jen Giattino and Jim Doyle from the City Council plus Hoboken residents packed the meeting room.

Before the meeting began an NJ Transit official informed the crowd that the vote for Union Dry Dock was suspended for. the  agenda which prompted loud applause from the Hoboken residents. Heard in the crowd was the chant of "Viva la Resistance"; I wonder which booming baritone shouted that phrase? Lol

Hoboken has won another round but much work remains. In the post meeting press conference Mayor Ravi Bhalla stated that the City of Hoboken has an appraiser and is working to make a direct offer to NY Waterway in the next few weeks. He added he will need the support of the City Council to approve such an offer and that eminent domain should only be used as a last resort. He also added that Hoboken is not against NY Waterway and that the City of Hoboken is willing to work with them to pursue other alternatives.

Editor's Comment:

As a grassroots activist and watchdog I must say that Mayor Ravi Bhalla had a very good day and so did Hoboken even more importantly. Ravi showed media savvy and leadership by being the voice for Hoboken to fight for our quality of life and preservation of our waterfront. As Mayor Ravi does not have full control of the situation but he is showing that the Union Dry Dock is truly a high priority issue for him and this is not just to score political points. As the writer of a blog called the Hoboken Resistance it is Ravi that I felt joined the cause and has resisted a tone deaf agency like NJ Transit and has used many of the assets at his disposal to resist the purchase of Union Dry Dock to date. Those assets include fellow Council members including Council President Ruben Ramos who spoke with Ravi and mentioned that 30 years ago there was limited access to the Hoboken Waterfront and that UDD represents the last 10%. Additionally Ravi showed true collaboration with 2nd Ward Councilwoman Tiffanie Fisher with a heartfelt thanks for her effort in organizing the many residents that showed up in force to send NJ Transit a message that Hoboken will not go quietly without a fight. Tiffanie in her remarks was modest and said that it was the citizens of Hoboken who made this happen by showing up in so many numbers.

There is no guarantee that this goodwill will continue but today was a sign that Ravi is perhaps willing to move beyond a contentious election and realize that the City Council will likely work with him on issues like this.

Message From 2nd Ward Council Woman Fisher - We need a crowd to Stop NJ Transit Purchase of Hoboken Union Dry Dock Tomorrow 9AM

Here is a special note from 2nd Ward Councilwoman Tiffanie Fisher regarding a crucial NJ Transit meeting at 9 am tomorrow on Martin Luther King Day during Chris Christie's last day in office before new Governor Elect Phil Murphy is sworn in on Tuesday....

Update:

A small bus with limited seating for 20 will be available and leaving from 1025 Maxwell Lane at 8:00am.  If you are interested please RSVP to me at hoboken2nd@gmail.com, it will be on a first come first serve basis. Please arrive at the bus at 7:45 am.  We expect the meeting to go until about 11:00am and the bus will bring people back to Hoboken.  Mayor Bhalla is expected to join residents on the bus.

We need a crowd at the NJ Transit Ad Hoc Board meeting tomorrow (Monday January 15) at 9am! Mayor Ravi Bhalla has informed us that he believes a large crowd of Hoboken stakeholders will make the difference in the outcome of the meeting.

Please join us and let me/us know that you are going by emailing me and or by RSVP'ing "Going" to the Hoboken Residents for a Public Waterfront FB Event (for those on Facebook). At this time I am aware that I will at least be joined by Mayor Bhalla, Council President Ramos, Council Vice President Giattino, leaders of Fund for a Better Waterfront​, members of Hoboken Residents for a Public Waterfront​ and several other neighbors and community leaders.

I have not yet confirmed with other council members but am hopeful more will attend. Mayor Bhalla sent an "all hands on deck" request to all of us on the City Council. There are politics behind this meeting and this vote with pressure from our outgoing Governor to pass. But that by no means guarantees that it will. Opposing politics from our incoming Governor contributed to twice rescheduling the meeting due to sudden lack of quorum.

Here are a couple of articles on this -  NJ.COM and APNEWS. What a further delay or a “No” vote gets us is more time. More time to respond. More time to get in a room with all stakeholders. More time to defend our waterfront. And more time to try to work out a solution that allows us to complete our waterfront park plan that has been underway for three decades and at the same time supports further expansion of critical ferry service.

It is reprehensible that we have to consider attending on a day we should be celebrating MLK especially in the current political environment. Thank you Governor Chris Christie! ​NJT headquarters are located in downtown Newark's One Penn Plaza and is easy to get to. If you are driving - I would plan up to 30 minutes but it will probably will take 20 tomorrow. There are two parking lots across and next to the building. Ravi Bhalla Monthly Political Message Email

Here is an email from the political arm of the Ravi Bhalla Administration. It is a recap of Ravi's first two weeks in office and is republished here. It went out to a number of Hoboken residents on the Mayor's email list but not everyone. Regardless of your support level for this Mayor there are some articles here worth reading. The content is also telling of a current local politician who is definitely trying to increase his statewide political profile in his first month of office.

In fact Ravi is a lot like Jefferson, no not Thomas but more like the Jeffersons, like the TV show theme song, "Movin' on up". Ambition and increasing one's political profile are clearly an objective here, whether it is primarily or secondarily, it does not matter.

Is Ravi like the Jefferson's? - not exactly but he is certainly trying to move on up.
But is it a deluxe apartment in the sky built by Stronger Foundations Union
members at the NJ Transit Site selling out Hoboken for the sake of upwardly
mobile political ambition? For that we will have to wait and see.

In his first executive order, new Mayor Ravi Bhalla declared Hoboken “a fair and welcoming city” as many city officials and advocates applauded the action earlier this afternoon. “The Hoboken we know and love was built by immigrants and today is sustained by immigrants. Many of the immigrants who found a home in Hoboken sailed past Lady Liberty and her poem welcoming ‘your tired, your poor, Your huddled masses yearning to breathe free,’” Bhalla said at the presser held inside the mayor’s office.

Bhalla signed the order today surrounded by local officials, including Hoboken Police Chief Ken Ferrante, who will issue a police directive to implement the policies set forth in the order. Amol Sinha, executive director of the New Jersey chapter of the American Civil Liberties Union, told The Jersey Journal it is "extremely significant" that Bhalla's executive order is his first action as mayor. "It allows Hoboken to live up to its potential of being a truly welcoming city," Sinha said.

“I went to public schools in New Jersey, and as a Sikh American, I looked different growing up and wasn’t like other school children in my class and I was a victim of school bullying just as many LGBTQ students have been,” said Bhalla. “It’s not an easy experience to be different, to be isolated, to feel like there’s no one there. But what I learned is that when you look different or love different, the reaction if you’re under attack is not to hide who you are, but to be proud of who you are, and that’s what gave me strength.”

"This is not what Hoboken's about," Bhalla told NJ Advance Media in an interview Monday. "This is not consistent with our reputation as a growing, family-friendly city." Bhalla added that it was unfair to Hoboken taxpayers and police officers to be burdened and physically assaulted by a largely out-of-town crowd encouraged to drink heavily.

Hoboken Mayor Ravi Bhalla Somewhat Weak First Week in Review

The Hoboken Resistance hopes you had a happy holiday season. I took some time off and enjoyed not worrying about Hoboken politics for a few weeks. It is now time to get back to business.

Last week Ravi Bhalla began his first week as Mayor of Hoboken. Here is a brief recap so far of key moments...

The Sold Out Inaugural Ceremony and Focus Outside of Hoboken:


Ravi Bhalla was sworn in on January 1st in a sold out ceremony at Hoboken's High School. Numerous high profile dignitaries attended including New Jersey US Senators Cory Booker and Robert Menendez among many others. Both US Senators spoke of the historic significance of electing a Sikh Mayor in this current political climate. This significance is not lost on this author as well but ultimately the Mayor of Hoboken will be judged on his or her handling of local issues and not national ones like identity politics or immigration. If you want to make Hoboken a "Welcoming City" focus on finishing Washington Street first.

The notoriety of his Inauguration  is obviously a plus for Ravi's political profile but it remains to be seen what that will translate into for the sake of Hoboken and not just Ravi's own political advancement. Certain key issues about Hoboken will come down to WWPMD (What will Phil Murphy do) like NJ Transit Redevelopment and the Union Dry Dock. We will have to see how this develops but the stakes are huge and will determine how Hoboken develops going forward.

The City Council Appointments and Consequences of Scorched Earth Political Campaigning:


The following key appointments were made to Hoboken's Public Boards. Ravi Bhalla had essentially no say as Mayor on the City Council appointments and the vote largely fell 2-7 against his favor.


  • Ruben Ramos appointed to City Council President.
  • Jen Giattino appointed to City Council Vice President.
  • Mike Defusco appointed to City Council Planning Board Representative replacing Jim Doyle.
  • Jim Aibel re-appointed to Zoning Board of Adjustment. Notably Phil Cohen, a key Ravi Bhalla ally was not re-appointed or even nominated. 
  • Antonio Grana  re-appointed to Zoning Board of Adjustment. 
  • Steve Firestone, Cory Johnson, and Ann Graham appointed as alternates to Zoning Board of Adjustment. 
  • Tony Soares was appointed to represent Hoboken on the NHSA (North Hudson Sewer Authority) once again. Tony replaces Brian Assadourian on the Board who was a key personal Ravi Bhalla ally and close personal friends of both Mayor Zimmer and her husband Stan Grossbard. This was accomplished despite all the belly aching from Civil Discourse Disruptor Grafix Avenger who spewed all kinds of venom about putting Tony back on the board. I am on the board and all I can say is that Tony Soares has been a good advocate on the Board and displayed nothing but professionalism while on the board. Whatever you think of his political views outside of the board that is fine. I look forward to working with Tony once again and value his input with respect to the NHSA. 
Tony Soares - Back on the NHSA! Bye bye Brian! - Elections have consequences


This is an example of how Ravi Bhalla may have won the Mayor seat but lost the City Council majority. The City Council appointments are made by the City Council and not the Mayor and this shows the limitations on what Ravi will be able to do if he can't get a Council majority on key votes or a super majority for bonding to be the infrastructure Mayor he desires to be.  He will have to be more open than Zimmer in his approach to the City Council and will not be able to be "Ram it Ravi" but rather "Reconciliation Ravi." The choice is his. What path will he choose?

Santa-Con - Disgrace on the Uptick:


Ravi Bhalla as Mayor elect spoke out against the the debauchery of Santa-con, the seminal drunken douchebag drinking event that has replaced Leprecon as the number on public nuisance in Hoboken sponsored by a mere 13 bars. It is all fine and well to speak out against the event but it still remains unlcear what Hoboken can do legislatively or administratively other than crack down on capacity of bars and shut them down for violations. We will see what real solutions Ravi proposes rather than rhetoric on Twitter. It is my hope the City Council will cooperate with any viable solutions out of the Mayor's office but keep in mind State regulations on liquor licences will drive what can be done ultimately. 

Two For the Price of Three Times a Single Chief of Staff: 


Jason Freeman is to be appointed as Deputy Chief of Staff for a reported $85,000 per anum. This is in addition to failed City Council Candidate John Allen who was appointed to the position of Chief of Staff. There is no official confirmation of his salary but something north of $100k per year is likely. When Dan Bryan became "Chief of Staff" he was in the range of $50k or lower when he started. The question is why is an assistant necessary now? The result of this a potential threefold cost to staff the position when Mayor Zimmer first started. If you add in a potential new Constituent Services Director and staff you could be adding over $500K to the Mayor's Office budget. The question is and remains are these expenditures necessary or just an extension of the old Hudson County Patronage Playbook - the one perfected by County Executive Tom "Who ate my Hoboken Cheese" Degise ? Time will tell. 


Snow Removal:


I give the incoming Mayor a B for the first snow storm of the year in terms of snow removal efficacy. We had over 12 inches and blizzard like winds and thus it was a tough task. The side streets were plowed but not a cleanly as in the last storms under Zimmer. Just one more pass would have brought the performance up a bit. The Hoboken Horse gives Ravi a B+ for snow removal this storm. Perhaps he had some carrots before opining his opinion. Horses facing the glue factory are apparently less stringent in grading than project managers who run websites. In the end no one gives a horses ass what I or the Hoboken Horse think about snow removal as long as the damn roads get plowed. Good to see this facet of government is still effective.

Union Dry Dock: 


Mayor elect Ravi Bhalla, his council allies and Council persons Giattino, Cunningham, and Fisher seem to be in synch in trying to prevent NY Waterway and NJ Transit from making the Union Dry Dock a hub for ferries on Hoboken's valuable waterfront. It remains to be seen if Hoboken will ultimately have any control on the decision or not. Key is this is Governor Phil Murphy and the balancing of Mass Transit vs. Hoboken's quality of life issues. Once again its WWPMD - What will Phil Murphy Do?

Will the War on Cars Continue?:


Ravi Bhalla did not initiate the Washington Street repair project but as the new Mayor of Hoboken he will be expected to close it out. The project is not even close to be on schedule and there are penalties for the contractor that will incur per diem to the winning bidder if the project is not completed on time. Much has been made about the excessive use of curb bump outs on Washington Street by many Hoboken residents. Perhaps as one citizen suggested they amend the contract to not include curb bumpouts past 7th Street, the project could actually get done sooner. It will still be behind schedule in all likelihood. Is 2019 the new realistic completion date? Yikes!

Open NHSA Seat Now a Possible 4 Way Race in Hoboken


Not just Tony Soares vs. Brian Assadourian any more

Previously, this blog had broke the story last week that Tony Soares, a key Mike Defusco supporter had put in his application for the the North Hudson Sewerage Authority NHSA seat currently up for renewal and currently occupied by Ravi Bhalla ally Brian Assadourian and close personal friend of Mayor Dawn Zimmer and her husband Stan Grossbard. NHSA board positions are 5 year appointments and pay a small stipend of $5,000 per year and are the only appointed local board positions that are not strictly volunteer. That seat is set to expire by February 1, 2018 and would be up for vote at the first or second City Council meeting of January 2018.

Now it appears based on my sources that the position may have up to four candidates vying for the coveted board seat being one of three people to represent Hoboken. The next candidate should be familiar to those who know Hoboken politics in that it is Frank Raia, former NHSA Commissioner, former Hoboken School Board member, former Hoboken City Council and Mayoral Candidate and perennial self anointed "king maker" in Hoboken old school politics. Frank is a former chairman of the board and had served for over 25 years until 2016 when Kurt Gardiner (yep that's me) secured 8 of 9 votes on the City Council to be appointed replacing him on the board.

The other and 4th candidate that is said to be interested is Patty Spaccavento who is currently the proprietor of the iconic establishment Piccolos which had been in business in Hoboken for over 60 years and formerly run by his father Joseph "Sparky" Spaccavento who passed away in 2016. Patty is also a former NHSA Board member and born and raised in Hoboken according to his bio. Patty Boy is also no fan of folks who just eat salad for dinner...

Spaccavento, a 27-year-old B-and-B, applauds the city`s reluctance to cater to the likes of Rouse.

``The old-timers aren`t willing to change because the newcomers aren`t willing to change,`` he says while cooking cheese steaks at the grill behind the counter at Piccolo`s-where, at noon, old-timers gather under dozens of photos of native son Frank Sinatra and shout conversation to each other across the room.

``These Yuppies go out on a date, and what do they wear?`` says Spaccavento, wiping a hand on his stained white apron. ``Dungarees, sneakers, a polo shirt. I go on a date, it`s sports jacket and tie. And food. When I go out to eat, I don`t want to eat just salad.``

He turns back to the grill and flips a burger. ``The thing that really ticks me off,`` he shouts over his shoulder, waving the spatula, ``is they think they`re better than you.``

That should give you a bit more color on the background of the latest candidate. I for one don't think I am any better or less than Patty, I just generally support better political candidates for office that's all. It is a matter of opinion of course. I also do pay taxes.

Earth to Nancy Pincus - Quit your bellyaching and accept that this is a City Council appointment
The proprietor of Grafix Avenger blog has been bemoaning the fact Ravi Bhalla no longer has a locked down City Council majority and has been fuming on her website about how certain City Council members need to kiss the ring and vote back in her political ally Brian Assadourian onto the NHSA Board for another 5 year term. Nancy was exposed by this website as being not just an advocate but actually being paid out by Ravi Bhalla campaign for graphical services rendered during the campaign making her a paid political operative for Ravi Bhalla.

The bottom line is this: it is up to the City Council to pick the next appointment and not Ravi Bhalla. Right now Brian Assadourian only has two solid votes in theory and it is a race to get 5 of 9 votes for up to 4 candidates and possibly even more. It will remain to be seen who actually files and keeps their application active up until the vote on the City Council.

Should Brian Assadourian wish to continue to serve Hoboken should he not get reappointed to the NHSA, he could always serve on the Hoboken Planning Board whose appointments would be made by the Mayor Elect Ravi Bhalla. For all the backslapping about how Ravi Bhalla has assembled a team of rivals, it makes no sense for Ravi having his paid for spokesperson Nancy "Angry Pants" Pincus going nuclear on City Council members he needs to repair relationships with. He will need 5 votes to pass and 6 votes to bond.

The core commentators of the Grafix Avengers site seem to be the angriest bunch of winners ever. Granted, my candidate (Jen Giattion) lost but I am over it. The reason why is I accept our system of check and balances and the City Council will play a vital role in curbing the ultra development aggressiveness of outside influences like Stronger Foundations PAC and even Governor Phil Murphy. I put my faith in that more than any low information Hoboken voter could ever do.

Nancy Pincus Kangaroo Court in Session - Caught Once Again in a Web of Lies - Massive Fail

Nancy Pincus of the Grafix Avenger blog is once again caught red handed in a web of lies trying to unsuccessfully implicate me in wrong doing with respect to my 2011 Freeholder campaign. The reason for this is twofold in that I did not support her candidate for Mayor and because I reported out on factual information on the fact she received $1200 in services for her work as a paid political operative for The Ravi Bhalla for Mayor Campaign. Her allegations are false and defamatory and should be retracted in full. Knowing her bad behavior as of late I don't expect much from here and as a paid political operative of Ravi Bhalla it seems "scorched earth" is still the method of operation of Team Ravi even after the election. So much for Ravi Bhalla being a uniter. He needs to curb his paid for attack dogs if he wants to move forward that way.

Very little can be taken seriously from bitter Bhalla blogger Nancy Pincus these days so lets just have a little fun debunking her stupidity...


Nancy Pincus in her attack piece wrote the following regarding my ELEC filings during my Freeholder Campaign in 2011. She had provided voluntary professional services for my campaign for one palm card during the election:

"Imagine that, Kurt Gardiner, the beneficiary of my in-kindness in 2011 unlawfully skirted filing a C-1 report!"

Nancy Pincus' statement is false on two counts:

Count 2: I did not need to file another C-1 report for what Nancy claims was in-kind work is actually not reportable. See below from the ELEC Compliance Manual for Candidates/Political Committees. Personal services provided on an unpaid, voluntary basis do not constitute a reportable contribution.

The conclusion is that Nancy Pincus is lying about my campaign in a deliberate attempt to defame me but if you want to get a laugh at my expense or better yet Nancy's , the lunatic actually sent me an invoice for her "volunteer work" six years later at inflated Super PAC prices. I rest my case in the Kangaroo Court of Nancy Pincus. Case Dismissed. Lol.

Below is a screen shot of Nancy's defamatory hit piece. There is no scandal; it was fabricated out of thin air by Nancy Pincus. I demand a full retraction and a public apology but will likely not get one. This will be a litmus test for the Bhalla Administration to see if he can control his paid operatives from engaging in defamatory statements just score cheap political points and discourage honest discourse. Are you not entertained? I think its time to get back to the issues but I won't let people make false claims against me without putting up a defense. Have a great afternoon and a great weekend.

Update: Washington Street Paving Progress for Hoboken Residents and Visitors

The City of Hoboken on Monday updated the scope of Washington Street to only include from Observer Highway to 1st Street due to changes in the forecast calling for potentially cold weather later this week.

Update From the City of Hoboken 12-4-2017: Due to the forecast for cold weather later in the week which reduces the amount of time during which paving and striping can take place, the extent of the work has been reduced from 4 blocks to 2 blocks (from Observer Highway to 1st Street).

Original Message:

Milling and paving of four blocks of Washington Street between Observer Highway and 3rd Street is scheduled to take place the week of December 4th, weather permitting. Expected hours of operation are 8:00am to 7:30pm. Efforts will be made to maintain vehicular traffic where possible, however road closures will be required at times.

During construction, NJ Transit buses will operate on a detour. Buses heading toward Hoboken Terminal will travel south along Washington Street, detour east on 5th Street, and south on Hudson Street. Buses heading towards New York will leave the bus terminal from Observer Highway, turn north on Bloomfield Street, turn east on 5th Street, and continue north on Washington Street along the regular route.

To facilitate bus detours, parking will be prohibited on both sides of 5th Street between Bloomfield Street and Hudson Street as well as on both sides of Bloomfield Street near Observer Highway and Hudson Street near 5th Street. Police will be on hand to help direct traffic.

My Update and Commentary:

The third baseline for this project (communicated at a 2016 City Council meeting) had the full completion of this project finished up to 8th and Washington Street by Election Day 2017. Needless to say this project has been severely delayed and appears to be at least 6 months behind schedule given lack of progress to date. Most portions of this project are absolutely necessary and the infrastructure improvements below ground as well as at the street level are worth the inconvenience in the long run. The only debate that I consistently hear on the street is over the bump outs from the residents I have spoken to. Most I have spoken to feel they are unnecessary even if it is shown that they improve pedestrian safety. They are concerned about effect on traffic and many feel the cross walk lights planned to be sufficient.The perception is that the bump outs are the main cause for the additional delays in project completion. Whether or not that is true or not, the perception is there.

The limitations on the window for paving asphalt are very real. The City of Hoboken is trying to take advantage of unseasonably warm weather to try and at least play a little catch up. After all, Mayor Zimmer and her Administration has been criticized and rightly so for the mismanagement of this project from controlling the vendor to proper project communication. Here is a chart from a private sector site showing the minimum temperatures for asphalt paving...



There are also temperature minimums for road striping and concrete as well that have to be taken into consideration.

Below are some photos that show uncompleted bump outs. The questions remain whether we will get 4 streets or just 2 done before the winter temperatures finally hit. The other concern is whether bump outs already in progress will be addressed before the winter shutdown.

Will this be done before winter break?
I am hopeful, for the sake of Washington Street business owners, residents and visitors that the weather cooperates and they are able to finish all four planned blocks up to 3rd Street. It would really help the downtown area.

In my opinion Mayor Elect Bhalla should fire whoever is managing this project now, establish a new realistic baseline and then hold that project manager accountable for the new deadlines. Hoboken needs this project to get back on track and managed of whole lot better than what has been so far.

Exclusive- Grafix Avenger Blogger Nancy Pincus was a Paid Political Operative for Ravi Bhalla for Mayor

Recent ELEC filings from the Ravi Bhalla for Mayor campaign indicate local political blogger Nancy Pincus who runs the Grafix Avenger blog was indeed paid by the Bhalla campaign. This was for work rendered during the election but paid out after the election on November 13th 2017. It does not appear that Nancy Pincus ever disclosed to her readers that she was a paid political operative of the campaign during that campaign. Three ways to lose leadership fast as a local political blogger is to either dupe them, be disingenuous, or outright insult your readership or segments of it and it appears that Nancy Pincus has hit the trifecta this election cycle.

The latest ELEC filings from the Bhalla campaign indicate that the payment was made on November 13, 2017 in the amount of $1,200 for "printing literature,handouts- flyers/palm cards,design of palm cards."

Update: I did receive a statement from Nancy Pincus via text. She wrote: 
"I  had nothing to do with either Defusco flyer. Nothing. Ever. Now scrub 
your f*cking blog and don't pull this Roman Brice shit - Nancy Pincus."

Nancy Pincus who runs the website http://grafixavenger.blogspot.com had previously denied working for any campaign as a political operative. Shown below is her posting on Facebook using the handle Gee Aye denying what based on the information above is clearly untrue. Nancy Pincus commented "I don't/never had worked for or any campaign or candidate. The opinions I express are my own. It's a matter of opinion whether they help or hurt any candidate I advocate for or against. Been doing it for 7 years now."

The fact is that Nancy Pincus was indeed a paid political operative for the Ravi Bhalla campaign and appeared to never disclose that fact and doubled down by denying it on Facebook. Readers of political blogs expect bias in their stories but the failure to disclose this information from her readers will impact her reputation going forward.


For reference and context below is Ravi's most recent ELEC showing in excess of $458,000 in expenditures. If you add the $70,000 from Stronger Foundations developer PAC that means Ravi was close to raising well over a half a million dollars to win just 32.75% of the vote.  The moral of the story is that going forward in Hoboken, you better be willing to raise over $500,000 to get elected Mayor.

As editor of the Hoboken Resistance and Advocate I feel it is an important function of being honest about who you support and don't support running a political blog. I did in fact donate $500 to the Jen Giattino campaign and volunteered to get the word out. I did not get paid to specifically work on her campaign but if I had I would have disclosed it.

I feel that is was a grave mistake for Nancy Pincus to not disclose her involvement and payment from the Bhalla campaign and as a result her tumbling credibility will suffer even more. It is a mess of her own making as well as the conduct of the Ravi Bhalla campaign that went "scorched earth" on reform. To this day Nancy Pincus is not just going after politicians but supporters of other candidates with a viciousness that surprises even me after following Hoboken politics.

Now that we know Ravi has paid Nancy for her work, Mayor Elect Ravi Bhalla owns every vitriolic swipe, half truth, and flat out untruth that comes out of this bully blogger beast's forked tongue. Good luck Ravi trying to coral this loon unless of course you are signing off on every deranged post and comment. So much for the effort to unify. You paid for it, you own it.

Hoboken's communications director Juan Melli is leaving Hoboken Government for his new venture Progressive Strategies, a strategic communications firm. Working alongside Mayor Zimmer, Juan Melli did an excellent job of keeping the public informed and enhanced the City of Hoboken's website, real time HOP bus tracking via GPS, expanded social media options of Facebook and Twitter, helped create the Hoboken 311 ticket systems for public issue reporting and established Nixle alerts plus many other things not publicized. Juan is a multi-talented individual and was a great asset to the the City of Hoboken. Replacing him will not be an easy task.

Say it isn't so? For real?

First off, the Grist for the Mill is a political rumor column but typically most of these columns turn out to be true and are based on at least one solid source with a record for being correct. The thing that makes this plausible is that Ravi only has 2 secure votes on the City Council. He has to negotiate with someone to get to 5 votes on the City Council to get his agenda through. But why Michael Russo? Heads are sure spinning over at Grafix Avenger's Safe Space trying to spin their way out of this one. For me as editor of the the Hoboken Resistance it's like having desert before a great big turkey dinner.

City Council Candidate John Allen Named Chief of Staff by Mayor Zimmer and Mayor Elect Bhalla

He serves on the Board of Directors of Easterseals New Jersey, one of the state’s oldest and largest charitable organizations dedicated to empowering individuals with disabilities. He is a graduate of Rutgers University and earned his law degree at Rutgers School of Law. 

Editor's Note: 

There had been some speculation that perhaps former Zimmer Chief of Staff Vijay Chaudhuri would be appointed to be Ravi Bhalla's Chief of Staff but it looks like he is forging ahead with other opportunities. Vijay had previously resigned mid-week to join the Bhalla campaign as manager in late August.

As for John Allen, this is an interesting move for a full time lawyer in an established firm that actually brought in more in government contracts in the prior year than Ravi Bhalla's law firm according to the Michael Defusco campaign. Viral Video - Mayor Elect Ravi Bhalla Gets Hugs - Hugs Chief Propagandist Nancy Pincus

Below is a PR video of Mayor Elect Ravi Bhalla hugging it out with residents of Hoboken courtesy of foreign media outlet AlJezeera. Winning the Mayorship of Hoboken as a Sikh has understandably been a milestone for people of that faith nationally and even in parts of the world where that faith is concentrated. The racist flier that first appeared on the Friday before the election insinuating Ravi was a terrorist has no place in our Hoboken politics. The vast majority of Hoboken residents do not subscribe to that world view and that was proven out by Ravi winning the election.

If this was an election stunt to try and suppress the vote for Ravi it truly backfired. In fact many speculate the flier drove higher turnout in Hoboken and propelled Ravi for the breakout win. Both Ravi Bhalla and Michael Defusco were the breakaway candidates due to their large campaign war chests and constant TV ads especially in the last two weeks of the campaign. Ravi in particular was the beneficiary of at least a $50k advertising campaign from Stronger Foundations associate with a union that wants to build large residential buildings at the NJ Transit site. It was Mayor Zimmer that railed against outside PAC money in 2009 but I guess in this election cycle it is anything for the win. Right?
 



Here is a video capture of Ravi Bhalla hugging it out with his chief propagandist Nancy Pincus. Nancy runs the website Grafix Avenger. During this campaign cycle Nancy and her small cadre of insiders have had a particularly nasty tone resorting to personal attacks about people's personal life, intelligence and even going so far as to assert not voting for Ravi meant you were racist. In my case I had voted for Ravi three times so that assertion is quite laughable. I support the First Amendment so anyone has the right to express themselves but speech also has consequences. Toxic speech and personal attacks from the author of Grafix Avenger and its insider commenters have no place in Hoboken just as a racist flier has no place. Anything for the win right? I have yet to hear Ravi or any elements of his core supporters or campaign denounce these attacks.

There were reasons for being a supporter of Mayor Zimmer both times and yet not supporting Ravi for Mayor and these are the top reasons why I went with someone else:

  1. Zimmer announced she was resigning and on the same anointed Ravi her successor. That rubbed many people the wrong way from the start. Even her many of her strongest supporters acknowledged that.  
  2. Ravi was less than candid with me about when he found out Zimmer was not seeking a third term. Another account had him finding out two weeks in advance when he said he only knew for a few days initially. Trust is both earned and verified.  
  3. I felt that Jen Giattino would focus on Hoboken day to day quality of life issues the most. She walks the street every day. 
  4. Ravi's line of work in seeking government contracts would lead to numerous potential conflict issues as an executive that are more easily dealt with as a legislator by simply abstaining.
  5. Jen Giattino had the best plan for future development in Hoboken, as commercial as possible. 
  6. Jen Giattino had the best financial acumen of the major four candidates and she showed that to me by voting no on the PILOT at Jackson Street. That deal was way too generous to the developer and harmful to the taxpayer and Jen knew it. Ravi Bhalla was chair of the Finance subcommittee in 2015 and not once did he call a meeting during that year. He has the intelligence but never has demonstrated the focus on finance which is key to being the head executive of Hoboken. 
  7. Hoboken needs more hotels. Jen voted yes on the downtown hotel. Sure its too tall but progressives like Jim Doyle and Ravi Bhalla don't get that you can't dictate what hotel model you want, it has to be economically viable or the developer won't agree, at least a smart developer.
  8. The Zimmer Administration became less than transparent in its last two years and Ravi would be more likely to continue that trend. I am hoping I am wrong now of course. 
  9. I felt that replacing almost all of the directors would be a good thing. Only Ravi Bhalla was the likely status quo on this issue. Washington Street project needs new management pure and simple.
  10. Jen was an outstanding Council President and displayed professionalism and an ability to work with others and unify. 
  11. Jen Giattino I knew would run a positive campaign. She did. Ravi did not.   
Hindsight is always 20-20 and based on my analysis of this election I don't think Jen Giattino had a path to victory as the results bear out for the following reasons:
  1. Ravi had a unique ability to fund raise outside of Hoboken due to his religion as a Sikh.
  2. Ravi and Mike Defusco had a huge head start. Jen started very late as did Anthony Romano. 
  3. Low information voters decided this campaign which limited Jen's strength of one on one campaigning and connecting to voters. 
  4. Mayor Zimmer's endorsement really mattered even if her favorables had dipped a bit. Her negative attacks on Jen also likely moved some voters fair or not. 
  5. The Mayor's office behaved politically even stopping Washington Street in late September due to a safety incident that idled it for a whole month. A whole month? Really?  
  6. The Mayor's email list was extensive and a valuable tool for camp Bhalla. 
  7. Mike Defusco proved to be a formidable campaigner and certainly earned his votes limiting Jen's support in wards 2,5, and 6 which she needed to win. 
  8. Being a Republican is one thing but the Bhalla campaign tried to paint Jen as a Trumpist. The irony is that some Hoboken Republicans did not support her due to to the fact she is too liberal. If I thought Jen was a Trump supporter I would not have supported her. Perhaps a Republican can't win in Hoboken. The playbook on how to eviscerate one is open public knowledge now. 
  9. The racist flier may have given Ravi a huge boost in sympathy vote. The turnout was very high for a Hoboken election coming in over 15,000. Without exit polling we won't know for sure but it is a safe bet the flier increased turnout. 
  10. The Giattino campaign was out executed. This was partially due to funding on her side the Bhalla campaign had three full time and experienced staff members that had success in the past. Jen needed more funding to get the right professionals and execute better. 
So when you add all that up should I have changed my vote? The answer is no. My first choice did not win and I sincerely congratulate Ravi Bhalla on winning but not in the way he won. I support the democratic process and more importantly checks and balances. 

I am hopeful that Hoboken will be reasonably developed, infrastructure enhanced, Suez contract resolved with full disclosure to City Council and public, our parks in progress completed and to see our day to day issues much better addressed than the previous administration. If Ravi Bhalla is able to work towards these goals this editor will give him support. If decisions are made to the detriment of Hoboken then the criticism will come forth in a measured and constructive way. As my traffic grows I will encourage my commenters to do the same.
